About EIAC

Emirates International Accreditation Centre (EIAC) was established pursuant to Law number (27) for the year 2015, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE, Ruler of Dubai, to become the governmental accreditation body of the Emirate of Dubai.

Our main activity is to accredit organizations, both Governmental and Private, within the UAE and overseas, including Conformity Assessment Bodies (but not limited to) Laboratories (Testing, Calibration and Medical), Inspection Bodies, Certification Bodies (Management Systems, Product Certification and Personal Certification), Halal Conformity Assessment Bodies, Proficiency Testing Program Providers, Reference Materials Production Activities, Validation and Verification Activities. Additionally, Healthcare Organizations such as hospitals, clinics, day surgery centers, fertility centers, home health services, medical tourism facilities, and telehealth services.

EIAC's stakeholders

EIAC recognizes that attaining excellence and ensuring the integrity of products delivered to society can only be achieved through an inclusive approach and collaboration with all stakeholders, not least the legislation and regulatory bodies, Conformity Assessment Bodies and Healthcare Organizations.

EIAC at the micro level

Accredited Organizations are the fundament tool that empowers regulators to ensure high-standardized quality infrastructure for their market. EIAC strives to understand the needs of the regulators by proactively studying market trends to foresight potential risks that can be controlled by Conformity Assessments; this stimulates the integration of Conformity Assessment Bodies in new markets and supports their business development as well as encourages the development of innovative concepts of Conformity Assessment.

EIAC at the macro level

EIAC is recognized from leading regional and international recognition organizations. This elevates the nation's position within the global economic scene, ensures the integrity of products accredited by CABs and facilitates global trade. As per establishment law (number 27/2015), EIAC aims to position Dubai as the capital of Islam and an internationally recognized Halal conformity accreditor.

The Centre adheres to international best practices in the interest of its stakeholders by activating its membership with the International Forums related to Accreditation, such as the ILAC, IAF, SMIIC and IHAF.

EIAC was established to replace the Conformity Assessment Accreditation Department at Dubai Municipality (formed in 2005) and assigned as an independent and official governmental body for the accreditation of Conformity Assessment Bodies.

Impartiality Policy

The Emirates International Accreditation Centre (EIAC) understands the importance of impartiality and is committed to providing the accreditation services with highest level of impartiality, independency and transparency. The EIAC manages conflict of interest and ensures objectivity of its accreditation activities.

The EIAC identifies analyses, evaluates, treats, monitors and documents on an ongoing basis the risks to impartiality arising from its activities including any conflicts arising from its relationships or from the relationships of its personnel. The process includes participation of appropriate interested parties.

The EIAC does not provide consultancy and has no relationship with other consultants. The EIAC’s activities shall not be presented as linked with consultancy or other services that pose an unacceptable risk to impartiality. Nothing shall be said or implied that would suggest that accreditation would be simpler, easier, faster, or less expensive if any specified person(s) or consultancy were used. The EIAC takes appropriate actions to correct any such claims.

We provide EIAC personnel information, support and training, appropriate delegation, positive recognition and the opportunity to demonstrate skills, ability and leadership, all of which serve to assure the continued quality of all our activities.

The EIAC shall ensure that all its personnel, internal or external, or committees, who could influence the accreditation activities, shall act impartially, and shall not allow commercial, financial or other pressures to compromise the impartiality. All staff, subcontracted assessors and committee members are required to sign “Protecting confidentiality/impartiality agreement” with EIAC.

The EIAC periodically reviews the compliance with impartiality requirement as per ISO/IEC 17011:2017.

Certification Bodies Accreditation Department

The Certification Bodies Accreditation Department is responsible for the accreditation services for all types of management systems certification bodies, products certification bodies, persons certification bodies and all types of validation and verification bodies in accordance with applicable national, international standards and best practices.

Inspection Bodies Accreditation Department

The Inspection Bodies Accreditation Department is responsible for the accreditation services for all types of inspection bodies in accordance with applicable national, international standards and best practices.

Laboratories Accreditation Department

The Laboratory Accreditation Department is responsible for the accreditation services for testing and calibration laboratories, proficiency testing providers, reference material producers, healthcare laboratories (medical laboratories), biobanks and healthcare service providers in accordance with applicable national, international standards and best practices.

Halal Accreditation Office

The Halal Accreditation Office is responsible for the accreditation services for all types of halal conformity assessment bodies in accordance with applicable national, international standards and best practices.

Registration and Training Office

The Registration & Training Office is responsible for the regulatory registration services (No Objection Certificate/work Activity Permit) for the Conformity Assessment Bodies (CABs) operating within the Emirate of Dubai, including free zones and special development zones.

This office is also responsible for the training services for EIAC personnel, assessors, technical experts, Conformity Assessment Bodies (CABs) and other interested parties.

At the Emirates International Accreditation Centre (EIAC), we are deeply committed to contributing positively to the social, environmental, and economic well-being of the communities we serve, in line with the UAE's vision for sustainable development. Our Corporate Social Responsibility (CSR) philosophy is woven into our core values and guides our interactions with stakeholders, adherence to legal standards, and ethical business practices.  This CSR Statement represents our vision for responsible and sustainable business practice.

EIAC strives, in partnership with our employees, clients, assessors and the public to work in a responsible and ethical way, to lead by example, to be a champion of CSR in the healthcare sector and to continuously improve our activities and processes. EIAC prides itself on the many positive projects with which it has been involved.

This Statement has been drafted in-line with our four core pillars of responsibility:

1. Organizational Governance

The Emirates International Accreditation Centre (EIAC) is the official governmental body responsible for providing accreditation to conformity assessment bodies and healthcare sector entities. It was established by virtue of Law No. (27) of 2015, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, with the aim of organizing and developing the quality and accreditation infrastructure in accordance with the highest international standards. EIAC plays a major role in providing accreditation services that ensures public health and environment laws and regulations are adhered to.

EIAC collaborates with the regulatory bodies in the GCC region on corporate social responsibility initiatives.

As EIAC is a governmental body, it adheres to the Occupational Health Policy mandated by the Dubai government.

2. Workplace

EIAC strives to be a top governmental employer, offering a safe environment for all staff and encouraging collaboration to ensure continuous improvement. Some examples of our workplace initiatives include:

  • We uphold the highest standards of ethical conduct, ensuring full compliance with all local and international regulations, including UAE Federal Law. We maintain a zero-tolerance policy for corruption and are committed to transparent reporting.
  • Equal opportunities is a concept to which EIAC is committed, and all employment decisions are based on merit, qualifications and abilities.
  • EIAC is dedicated to providing a safe, healthy, and inclusive work environment free of discrimination and harassment.
  • EIAC has a comprehensive Learning and Development Programe in place to support continual development and upskilling of staff.
  • EIAC has a comprehensive staff wellbeing and support program. Health experts provide advice and organize events for staff on a regular basis. An occupational health and safety responsible person also provides support to staff.

3. Environment

EIAC is committed to energy efficiency, minimising waste, reducing water consumption, encouraging the use of greener modes of transport, and generally encouraging a culture of sustainability aligning with the UAE’s sustainability goals (Vision 2031 and Net Zero 2050).  EIAC continues to develop a number of environmental initiatives, including:

  • Reduce, Reuse and Recycle has been embraced by EIAC through recycling by its catering facility, the donation of used IT equipment, energy efficient heating and lighting systems, and a variety of other initiatives.
  • We are currently revising our Healthcare Provider Accreditation Standards which includes the adoption of new sustainability requirements for all healthcare organizations. EIAC is collaborating with healthcare sustainability experts to address environmental issues in the healthcare sector and to provide sustainable solutions for healthcare facilities.
  • EIAC is considered to be a green office in UAE, as it is a paperless office, uses technology (including artificial intelligence) ethically and sustainably and encourages a number of other environmentally friendly initiatives.

4. Community

EIAC is very aware that it is in a strong position to give something back to the local and wider community. We actively support many community engagement initiatives including those outlined below:

  • EIAC supports fundraising and charitable giving.
  • EIAC engages with the community to gain feedback and advice on services currently provided and on new services, in order to support the community by ensuring the delivery of high-quality healthcare in the GCC region.
  • EIAC promotes healthcare initiatives, training opportunities and knowledge sharing within the community. We believe that every individual deserves safe, effective, and compassionate healthcare. Through our accreditation programs, training, and quality improvement initiatives, we work to enhance patient safety standards, clinical outcomes, and service quality in alignment with the UAE’s healthcare vision and international best practices.
  • We expect our partners and suppliers to adhere to the same high standards of ethical conduct and social responsibility. EIAC conducts regular assessments of its suppliers to ensure continuous alignment with our values.
  • EIAC plans to implement ISO 26000 Guidance on Social Responsibility and the UN Sustainable Development Goals in the near future.

Our Promise
